The Harvey County Board of Canvassers met Tuesday to certify the results of the Halstead USD 440 special bond election. The ballot question passed.
There were 683 ballots cast out of 2,923 registered voters in the district, for a 23.4% turnout. There were 358 yes votes and 325 no votes.
The election board reviewed 14 ballots on Tuesday, of which 10 were accepted to be counted by statute. An example of a provisional ballot being counted is a voter that moved within the district but had not yet updated their registration address. Of the four ballots not counted, three were voters not registered in the district, and one was a ballot missing a signature.
There were 37 ballots cast through early voting at the Harvey County Courthouse, and 51 mail ballots were returned and accepted.
The canvass board was comprised of county commissioners Don Schroeder, Becky Reimer and Randy Hague.

City crews have been busy clearing major tree damage in parks and cemeteries, and clearing trees from streets as Evergy removes downed lines.
We have already begun some limb pickups along the snow route. Beginning Wednesday morning, we are bringing in our tree contractor, Alfred's Tree Service, to pick up in Area 1, and City staff will begin in Area 2. We understand not everyone will have their limbs ready, especially those whose trees are involved in power lines. Once we have completed one pass through the city, we will re-evaluate the situation and make additional pickups as needed.
Please pile your limbs as well as you can at the curb. City collection trucks can pick up tree pieces no larger than 10 feet long and three feet wide. Alfred's equipment can handle a bit bigger pieces, but your limbs are most likely to get picked up if you cut them to that size. If you leave limbs larger than that, they may be left behind, but don’t panic, we will work with you to get them removed.

Damage assessments have begun in Harvey County as cleanup continues. The Harvey County Appraiser's Office has begun assessing damage in Halstead and Burrton. Data will be collected over the next several days. The information allows us to submit reports to the Kansas Division of Emergency Management to determine if the county meets monetary thresholds to qualify for various aid and reimbursements.
The American Red Cross is also compiling damage assessments. The Red Cross has distributed clean-up and other supplies in the area. If residents need clean-up supplies, or have had significant damage to their home, contact the Red Cross at 1-800-redcross (1-800-733-2767).
Residents in unincorporated parts of the county can contact the Harvey County Planning, Zoning and Environmental Department for guidance on permitting for construction. Residents planning repairs that live in the floodplain should also contact the office. Permits are required for all structures. However, roofing and siding replacements do not require a permit. Residents within city limits should contact their respective city office for direction.

It’s been a rough couple of days with Mother Nature for our county - thank you to everyone for your continued patience with everything - but now we’ve added sinkhole to the list.
This is on North Osage Road, north of Northeast 72nd Street. It’s a Walton Township road on the northeastern border of Harvey County. The road will remain open with barricades around the sinkhole, but we’ll continue to monitor to see if it expands. We're getting a lot of calls from people demanding we call Evergy and get their power restored immediately. While we realize it is frustrating, there is nothing we can do. This was a very large storm and covered a huge area. They only have so many people and trucks even with help coming in from surrounding states, and are doing the best they can against overwhelming odds. So give them, and 911 Dispatchers, a break.

The US National Weather Service Wichita Kansas office conducted damage assessments and storm classifications on-site in the county today. Its report concluded that damage in Harvey County was caused by a derecho. The NWS measured straight-line wind gusts up to 72 mph, and estimated peak gusts may have reached 90 mph.
The cities of Burrton and Halstead declared local states of emergency today due to storm damages. Kansas Gov. Laura Kelly also issued a verbal state disaster declaration today. Harvey County made a verbal disaster declaration Sunday night. These declarations aid with resource and aid coordination.
Several municipalities have announced plans for debris clean-up over the coming days. Please check with your respective city for more information, and be safe and smart when handling debris to avoid injury.
No storm-related injuries have been reported to Harvey County Communications through the duration of the severe weather event. However, several buildings were damaged throughout the county.
Several areas remain without power. Damage to utility equipment was extensive in our county and in the state.

"We've had such a tremendous response from our first responders, our local public works employees and our utility teams. I'm extremely proud of their efforts around the clock in response to these storms."

Travel alert for drivers near Halstead: South Halstead Road between U.S. Highway 50 and Southwest 30th Street will be closed to allow utility workers work space to reset power lines and poles.
Additionally, K-89 Highway has reopened.

The Harvey County Health Department is closed today due to the power outage. It will reopen Tuesday at 8 a.m., pending power being restored. The three County-owned parks have various debris. West Park is without power. The Harvey County Courthouse and Solid Waste facility maintain normal operations.
Emergency responders, utility workers and road crews worked throughout the night and continue to assess conditions today. Please allow them space to safely work as they strive to restore resources and pathways in our communities.
