Meet
the Administration Staff!
| Rita
Flickinger started employment at the health department
in May of 2001. She is the Director/Health Officer. She
is responsible to the Harvey County Board of Commission
to oversee the business of the Health Department. She
has a Registered Nursing degree from Bethel Deaconess
Hospital and a Bachelor of Science degree from Friends
University. She also holds a certificate in Public Health
and attended Public Health Leadership classes. |

Cookie
Wiebe joined the Health Department in September of 2007
as Health & Wellness Coordinator, a position primarily
funded by a Chronic Disease Risk Reduction grant from
the Kansas Department of Health and Environment. The program
focuses on three non-medical interventions to reduce or
prevent chronic diseases:
• Reducing Tobacco Use
• Increasing Exercise
• Improving Nutrition
She received her Master’s Degree in Human Resource
Development/Organizational Development from Friends University. |

Bourlard was employed by the health department in 2003.
He is the Assistant Director Community Services and manages
the Public Health Emergency Preparedness and Reportable
Disease Investigation Programs. He received his Master
of Public Health (MPH) from Wichita State University/University
of Kansas and his Master of Education (MEd) from Wichita
State University. |

Preston
Goering started working at the health department in
2006. He is the Assistant Director of Administrative
Services. In this position he works as the Fiscal Officer,
Office Manager, Front Desk Supervisor, Child Care Licensing
Supervisor, and the Health Insurance Portability and
Accountability Act (HIPAA) Compliance Officer. He received
his undergraduate education from Bethel College. |

Chavez-Mitchell began employment at the health department
in 2002. She is the Women, Infants and Children (WIC)
Nutrition Program Coordinator and the Mother and Infant
Program Team Leader. She is a Registered Nurse and received
her Associates of Science in Nursing degree from Hutchinson
Community College. |
