The County
Clerk's Office strives to keep continuity flowing between
voters and staff and shall continue to serve constituents
with courtesy.
The Clerk's
Office assists the 15 townships with their budget preparation
and keeps annual reports on file.
Harvey
County, seven cities, fifteen townships, five school districts,
two fire districts, two cemetery districts, one drainage district
and one watershed district must file their budgets in this
office by August 25 of each year.
The County
Clerk establishes the various mill levies used for the tax
roll and prepares the mill levy sheet for distribution.
The State,
seven school districts, three fire districts, one cemetery
district, two watersheds, one drainage district and South
Central Kansas Library must certify levies to Harvey County
for the tax roll.
At the
present time, 87 composite levies are used throughout the
County. Preparation of the tax roll includes spreading special
assessments by parcel, accurately placing the correct levy
on each tax statement and meeting new compliances of our State
law such as SB41. We maintain records of land valuations,
ownership and current addresses.
The intangible
tax is spread on certain budgets. It is our responsibility
to accurately percentage and spread the tax to the tax roll.
Corporations
operating in Harvey County file renditions that must be accurately
placed in tax districts and spread on the tax roll.
Tax statements
and tax rolls are run by this office after completion of the
above.
The
Clerk assists with filing homestead returns, issues cereal
malt beverage licenses, moving permits and issues fishing
and hunting licenses, park permits and temporary boat permits.
Fish and game licenses may also be purchase online at the
Kansas Department of Wildlife and Parks website.
The office
receives vehicle registrations from the Treasurer and distributes
tax dollars to the proper entities seven times each year.
Vehicle rental excise tax is distributed twice each year.
Motor
vehicle estimates are prepared each year by the Clerk for
budget preparation.
Data entry
for accounts payable is done in the Clerk's office. Vouchers
are typed and filed in this office. We distribute a report
of monthly expenses to each department with a budgetary report.
Check
and balances on County funds are performed by the Clerk's
office through the Treasurer's daily statements.
The County
Clerk's office records the minutes of Commission meetings
and maintains a permanent record of Commissioners proceedings.
